While some of your particular analysis of policy points may or may not be valid this is way bigger than interpreting what a candidate may or may not do, policywise, to handle a particular type of situation. None of them really knows what they will do because they aren't there yet. The lower level policy professionals who make their living as advisors will tell the winner what the situation really is then and only then will they be able to make particular policy choices that matter.
